It's an unwritten rule that you can put the quotes anywhere on the sentence to make it suspicious/funny. It's part of a nonprofit campaign to raise awareness about tourist scams. I am an American who lived here for study abroad, and it is a beatifull place with lots of nice people, and safer than most american cities but tourist scams are still common in Rhodes.

This is one of those things that drives me absolutely insane. Why, when, and how did people start thinking quotes are used for emphasis? Certainly not in English class, since that's not the purpose of quotes, and certainly not from pop-culture, since quotes (especially air-quotes) are used to indicate that something is sarcastic or bullshit. These people who misuse quotes like this must be living under a rock together, in an under-a-rock commune, where none of them have any idea what's going on, yet they all copy off each other.
